Discrepancy in federal job quota
No super bureaucrat belongs to Fata, NAs, Azad Kashmir | Sindh, Balochistan fall short of 3pc each in federal jobs

ISLAMABAD: Besides, judicial, economic and political challenges, government-in-waiting coalition is also likely to face the problem of provision of equal opportunities to people from smaller provinces in the federal government departments.
As the latest report of establishment division, copy of which available with The Post, suggests that out of 17216 actual officer grade posts in grade from 17-22, 9718 officers belong to Punjab, 2669 belongs to Sindh, 2283 to NWFP, 511 to Balochistan, 236 to Azad Kashmir, 1454 to Northern Areas and 345 to Federally Administered Tribal Areas (FATA).
The report, Annual Statistical Bulleting of Federal Government Employees 2006-7, has been circulated to all the ministries and head of the departments last week, says that out of total 97 filled or actual posts of super bureaucrat in grade 22, 71 (73.10pc) belongs to Punjab, 10 (10.30pc) to Sindh, 14 (14.43pc) to NWFP and 1 (1.03pc) to Balochistan, while no super bureaucrat belongs to FATA, Northern Areas and Azad Kashmir in this grade.
The above number of officer grade from grade 17-22 makes Punjab's employment share in federal government jobs to 56.44 percent, 15.50 percent to Sindh, 13.26 percent to NWFP, 2.96 percent to Balochistan, 1.37 percent to Azad Kashmir, 8.44 percent to Northern Areas and two percent belongs to the FATA. According to 1998 population census, Punjab's share is 56 percent, Sindh 23 percent, NWFP 13.50 percent, Balochistan five percent and FATA 2.50 percent. In view of prescribed formula to share jobs quota by the federal government, jobs accounts for 7.5 percent, Punjab (including federal area of Islamabad) 50 percent, Sindh (including Karachi) 19 percent, (the share of Sindh will be further sub-allocated in the following ratio: urban areas, namely Karachi, Hyderabad and Sukkur 40 percent of 19 percent or 7.6 percent, rural areas, i.e. rest of Sindh excluding Karachi, Hyderabad and Sukkur, 60 percent of 19 percent or 11.4 percent, 19percent), NWFP 11.5 percent, Balochistan six percent, Northern Areas and FATA four percent and Azad Kashmir is two percent.
Keeping in view the above share, Punjab exceeds from its quota by seven percent, NWFP two percent, Northern Areas and FATA by six percent, while Sindh, Balochistan falls short of three percent each in the federal jobs. Report says that according to government employees strength of 1-16 grade, there were 358716 were employed in different departments. Of which, 176972 employees (49.33%) belongs to Punjab, 58107 (16.19%) to Sindh, 86423 (24.09%) to NWFP, 11298 (3.14%) to Balochistan, 4122 (1.14%) to Azad Kashmir, 19880 (5.54%) to Northern Areas and 1914 (0.53%) belongs to the FATA.
Similarly, against the total of 375,932 actual posts in all grades of 1-22, 186690 employees (49.66%) belongs to Punjab, 60776 (16.16%) to Sindh, 88706 (23.59%) to NWFP, 11809 (3.14%) to Balochistan, 4358 (1.15%) to Azad Kashmir, 21344 (5.67%) to Northern Areas and 2259 (0.60%) belongs to the FATA. The report also says that the sanctioned strength in all categories of the federal government employees 4,19,499 while the filled in posts were 375932, which makes it 89.61 percent and shortage of 10.39 percent posts vacant.
The report says that amongst of the federal government, the Interior Division was the largest administrative unit in terms of manpower, which worked at 30.44 percent, followed by the Railways Division 23.40 percent, Communication 8.51 percent, Revenue 6.75 percent, Defence Divisions 6.21 percent, Kashmir Affairs and Northern Areas 5.01 percent, Finance 4.17 percent, Education 3.10 percent and Health Division with 2.25 percent.
