CDA ignoring Balochs in appointments

ISLAMABAD: The Capital Development Authority (CDA) totally ignored the people of Balochistan while appointing staff members during the last five years, thereby increasing the sense of depravation among the people of the underdeveloped and most backward and province of Pakistan.

The Capital Development Authority during the last five years appointed 3,508 persons bypassing the rules set by the federal government regarding observation of quota in the federal services and provided jobs to only 38 people from Balochistan.

According to the decision of the federal government, Balochistan has been accorded 6 percent quota in the federal government services and the province has been given assurances at the highest level that the quota would be observed at all cost. The government therefore has issued strict instructions regarding the quota rules with an objective to remove sense of depravation among the people of Balochistan, who have long been complaining of depriving them of their due rights.

More interestingly the people from Balochistan have been provided jobs in the Capital Development Authority during this period only in lower grades, from BPS-4 to 16 and not a single appointment was made in the higher grades.

On the other hand, Punjab got five slots among eight post of BPS-19 while two each went to Sindh Urban-1 and NWFP. Similarly, out of seven posts of BPS-18, Punjab got five and Sindh rural and urban got one each.

The distribution of 94 posts of BPS-17 was as follows: Punjab, 54; Sindh rural, 9; Sindh urban, 6 and NWFP, 17 posts.

According to the formula devised by the federal government, Balochistan has been allowed six percent quota against its actual share of three percent on population basis. The purpose was to provide more jobs to the people of the province, keeping in view the level of poverty and underdevelopment. Under the formula, the province had a right to get at least 210 jobs in Capital Development Authority out of the total appointments made during the last five years.

Going into more details regarding provision of jobs by the CDA during the period under consideration Balochi people got only four jobs of BPS-16 against 153 vacancies, one in BPS-15 against 33 posts, two in BPS-12 against 47 posts, five in BPS-11 against 146 posts, three in BPS-9 against 126 posts, three in BPS-8 against 125 posts, three in BPS-7 against 114 posts, three in BPS-6 against 227 posts, five in BPS-5 against 679 posts and nine in BPS-4 against 343 posts.

In all 1,369 persons were accommodated from Punjab, 2,297 from Sindh urban & rural, 351 from NWFP, 42 from FATA, 47 from Northern Areas and 42 persons from AJK against the total 3,508 posts. While the CDA provided 1322 jobs to the local people residing in Islamabad in BPS-1 and 2. Thus the major beneficiary form these jobs was NWFP that got jobs more than its quota.

Apart from this discrimination, the CDA obliged 31 officers of various departments from BPS 17 to 20 by providing them deputation in the civic body and some of these officers are working in the authority since 2002. The Capital Development Authority did this in violation of the rules regarding deputation as the officer sent on deputation to another department can obtain the facility for three years while he works one scale higher of his actual pay scale and gets the benefits of that grade.

Some of the officers who completed their term of deputation in Capital Development Authority managed to get extension in the deputation and were enjoying perks and privileges, including free official accommodation and staff cars.
